b) PARTNERSHIP BUILDING & COMMUNICATION (20 % of role)
- Map key stakeholders: ministries, local government (Union Parishads), NGOs, private sector partners and community groups.
- Prepare a stakeholder‑engagement plan that includes regular coordination meetings, joint trainings and communication of SN messages.
- Design sample communication materials (posters, radio scripts, social‑media posts) that target gender‑equitable norms.
c) INSTITUTIONAL CAPACITY BUILDING (20 % of role)
- Identify capacity gaps in DYD, SPs, LGED and BOU regarding gender‑responsive and climate‑smart programming.
- Build a 3‑day training curriculum on gender‑responsive curricula, climate‑resilient livelihoods and SN change techniques.
- Practice facilitating a mock training session for field staff.
d) MONITORING, EVALUATION & KNOWLEDGE SHARING (15 % of role)

- Draft a flow‑chart for handling GBV/SEA complaints at community, district and national levels.

- At least 15 years of progressive experience in NGOs or development agencies with a focus on gender mainstreaming, skills development and climate‑change programmes.
- Minimum 10 years in a senior team‑leader or programme‑manager role; prepare specific examples of managing multi‑partner projects, budgets of US$ X million, and staff of 20 + people.
- Demonstrated success in designing and implementing gender audits, SN interventions, and climate‑smart livelihood initiatives.
- Experience with youth‑targeted projects, especially those addressing NEET populations, will be a strong plus.
- Proven record of liaising with government ministries, donors (World Bank, bilateral agencies) and private‑sector partners.
