The Anarchists an and Marxists have defined the state as an instrument of coercion which suppresses individuals, Groups in society in the interests of particular dominating classes. The definition is incomplete based on the observations of some political authorities. The states in such primitive societies, whether of the past or of the present are either unitary or proto democratic in character. Second, even in the class societies we find farsighted rulers who make laws unfavorable to the interests of the dominating classes. Third ,there are numerous instances, even in rigid class societies, of people having risked everything including their lives, to defend , the states against the dangers facing them.
